CARMEL VALLEY VILLAGE, Monterey County — October 28, 2026. A proposal for housing on the former Carmel Valley airfield has returned to the public discussion after a new filing, according to reporting by Monterey County Weekly. The proposed development would include 90 housing units on land associated with the historic airfield near Carmel Valley Village.

What is being proposed?

Monterey County Weekly reported on October 22 that developer Patrick Orosco filed again on September 29, 2026. The reporting describes a proposal with 70 market-rate single-family homes and 20 units in duplex buildings, including proposed affordable units, on roughly 17 acres of land associated with Griggs Nursery. These are proposed units, not completed homes or issued building permits.

What did local residents say?

The Carmel Valley Association, a longstanding community advocacy group, has publicly opposed the scale of the proposed airfield development. The association argues that the area needs stronger assessment of fire evacuation, traffic, water availability and wastewater infrastructure before such a project proceeds. These are the group’s positions and concerns, not official findings that the project would violate safety standards.

California also faces a significant shortage of homes, including homes affordable to lower- and moderate-income families. Supporters of additional housing argue that proposals should be evaluated against housing needs and existing state law. The current public discussion is therefore about the design, scale and lawful review of the development—not a referendum on whether the community needs housing at all.

How does the county’s housing plan matter?

The local reporting says the project has relied on California’s Builder’s Remedy framework during a period when Monterey County’s housing element was not certified. That framework depends on applicable state statutes, timing, affordability requirements and the facts of a particular application; it does not mean developers are automatically exempt from environmental, fire or other legally required reviews.

The same reporting says Monterey County’s Planning Commission advanced a housing-element update on October 14, with further Board of Supervisors consideration expected later. This article does not independently confirm that the county has approved the development or that the application remains unchanged. A preliminary or revised application is not a final entitlement.

How can residents verify the application?

Monterey County provides a Current Major Projects and permit-search portal where interested residents can review specific case records and attachments. Before submitting public comments, ask County Housing and Community Development staff for the relevant planning application number and the current review status. Do not assume that a newspaper description is equivalent to an official approval document.
